St: What does "appropriate" mean?

T: It doesn't have to be optimal; the S Ct std articulated in Rowley is something like: reasonably calculated that the student will be able to benefit from instruction

is there a qualitatve difference between these two standards? that is, what follows from the difference between a std of appropriatene and one of least restrictive

when a district has to choose among several arguably appropriate programs, it presumably can opt as it wishes; but when it has to choose among serveral at different levels of restrictiveness it presumably may only choose the least restrictive one
